Start the implementation of the "Main Crop Production Whole Process Mechanization Promotion Action", set up project funds, and support 500 counties in the "13th Five-Year Plan" to focus on the whole process of mechanization of main crop production, focus on the technical test and demonstration of weak link equipment, and speed up technical assembly and supporting. From 2016 to 2017, the number of counties implemented by the project has reached 213. Increase the formulation and revision of new equipment and new product evaluation and application standards. Since 2016, 23 agricultural mechanization industry standards have been released and 34 new projects have been approved; 81 ministerial-level agricultural machinery promotion and appraisal outlines have been announced in the new formulation and revision, and more than 4,000 agricultural machinery promotion and appraisal projects have been completed. Promote the reform of the agricultural machinery test appraisal system, change the appraisal method, optimize the appraisal supply, and better serve the innovation and development of agricultural machinery and equipment.

Vigorously strengthen the support and guidance role of the agricultural machinery purchase subsidy policy. Highlight the green ecological orientation, and implement open subsidies for machinery and tools that support the green development of agriculture. Increase the pilot program of subsidies for the purchase of new agricultural machinery products, and expand the pilot provinces from 3 in 2016 to 10 in 2017. At the same time, in 6 provinces and cities and 1 city under separate state planning, agricultural machinery purchase subsidies will be carried out to guide the standardized application of plant protection drones, and promote the accelerated transformation and promotion of new products and new technologies. Efforts will be made to solve the problems of too general grades and insufficient support for multi-functional, duplex, intelligent and new agricultural machinery products, and deploy all provinces to select 5 key products to carry out grade optimization and increase the subsidy amount. Increase support for scrap and renewal of agricultural machinery, and expand the pilot scope of scrap and renewal subsidies from 17 provinces to all provinces across the country.
